A generalist submits the application. Somebody who has sat on the operator's side of the desk reads the loss runs first, finds the claim that was reserved high and left there, and fixes the thing that is actually moving the rate.

That is the difference between shopping a policy and managing a programme, and it is why one client relationship on the books has now run sixteen years.

The mod is watched, not discovered

An experience modifier compounds for three years. Somebody has to be looking at the reserve while it is still moveable, and that is not the underwriter's job.
